FMLA leave in the United States: the thresholds the regulation sets.

The Family and Medical Leave Act is administered through 29 CFR Part 825. Four numbers in that part decide who is covered, who is eligible, and how much leave is available. They are reproduced below with their citations so you can check them against your own workforce.

How the 12 months are measured The employer is permitted to choose any one of four methods: the calendar year; any fixed 12-month leave year, such as a fiscal year or a year starting on an employee’s anniversary date; a 12-month period measured forward from the date an employee’s first FMLA leave begins; or a “rolling” 12-month period measured backward from the date an employee uses any FMLA leave. 29 CFR 825.200(b)

FMLA is federal. State and municipal leave laws sit on top of it and are configured as their own rules, per jurisdiction. Where two rules reach the same decision, the engine surfaces both rather than silently picking one.
